Updating ACDD - What is our governance framework?

What governance framework should we use to determine if and how the ACDD is updated? Should any modifications be made to the governance model used in the past? Should we adopt governance language and processes from CF Conventions community governance model?

I propose that we use this ESIPfed acdd repository for discussion, proposed updates, and documentation (such as documentation of our governance framekwork), rather than the email listserv used in the past.

More specifically, I propose that we will follow the governance structure utilized during the
last ACDD update (https://wiki.esipfed.org/Category:Attribute_Conventions_Dataset_Discovery#Go...),
with some modifications:

• The Steering Committee will be composed of individuals that have expressed interest in participating in current ACDD work.
• Written discussions of proposed changes will take place in the issues section of the “acdd” GitHub repository (https://github.com/ESIPFed/acdd/issues).
• Working document(s) will be stored in the “acdd” GitHub repository.
• Proposed updates must be topically related to the ACDD Objectives and Goals (https://wiki.esipfed.org/Category:Attribute_Conventions_Dataset_Discovery#Ob...).
• Proposed updates must remain free of “substantive objections for a minimum period” of time (borrowing inspiration from “CF Conventions editorial release workflow: introducing the Release Candidate stage,” https://github.com/orgs/cf-convention/discussions/449).

Hi Kristen @ksauby - I'm interested in following along and perhaps commenting occasionally. This feels to me like a level below the steering committee. So I'm wondering what role ACDD community members that aren't on the steering committee have in this governance process? Since discussions are public ACDD GitHub issues, it feels implicit that anyone can join the discussion. But wondering if there might be some benefit of making it explicit.

Also, regarding your last bullet item, I just wanted to point out the CF Rules for CF Conventions Changes which go into much more detail on the CF "free of substantive objections for a minimum period" rule than the CF Release Candidate discussion you reference.

FYI I created a new branch and updated the governance file with information from the CF Conventions (https://github.com/ESIPFed/acdd/blob/governance-draft/GOVERNANCE.md). I have not yet incorporated specific information from our recent meeting.
