tools file names need changing - causing issues on defaults in RSQKit

Can you change all _ to - in https://github.com/EVERSE-ResearchSoftware/TechRadar/tree/main/quality-tools

We have - between words in RSQKit tool references not _ and it gets confusing - I don't think it will impact TechRadar.

so github_actions.json should be github-actions.json

also if you can change gitlab-cicd.json to gitlab-ci-cd.json

TechRadar is seen as the canonical source of id names in https://github.com/EVERSE-ResearchSoftware/RSQKit/blob/main/_data/tool_and_resource_list.yml where 'catalog: TechRadar' and they get changed when the workflow runs - https://github.com/EVERSE-ResearchSoftware/RSQKit/blob/main/.github/workflows/techradar-x-rsqkit-tools-discrepancy-check.yml this runs this script - https://github.com/EVERSE-ResearchSoftware/RSQKit/tree/main/scripts/discrepancy_check - this has broken RSQKit build in the past - and sometimes causes us to change the name back to the old one not realising this is actually what is happening.

Also - when a new tool is added to TechRadar - perhaps check if it is already in RSQKit and then use the existing id for that tool.
