Set up GitHub Actions pipeline to build and package the Tauri app

Create a new GitHub Actions workflow to build this project and generate a package file (e.g., .appimage, .msi, .dmg, etc.).
The workflow should manually trigger (no need to run on every commit or merge request) and upload the generated package to the project's Releases section.

I’m a participant of GSSoC’25 and I’d be excited to work on setting up the GitHub Actions pipeline for building and packaging the Tauri app.

My plan:
• Create a workflow_dispatch-based GitHub Actions workflow (manual trigger).
• Build the Tauri app for multiple platforms (.dmg for macOS, .msi for Windows, .AppImage/.deb for Linux).
• Cache Rust and Node dependencies to speed up builds.
• Package the app using tauri-apps/tauri-action.
• Upload the generated package to the Releases section (as draft releases).

I can get the initial working version ready in 2–3 days.
Could you please assign me this issue so I can start working on it?
