Adaptive brightness not working

Kernel version: 4.9.227+
Android version: Android 11 build from 2021-02-06

Describe the bug:
When enabling Adaptive brightness, the brightness changes to the last set brightness level (by default 0%) and stays the same, despite vastly different room brightness.

To Reproduce:
Steps to reproduce the behavior:

1. Go to Settings->Display->Adaptive brightess and set to 'On'
2. Change the room lighting.
3. Notice the brightness stays static.

System/Kernel logs: Logs stopped shortly after enabling the adaptive brightness setting and changing room brightness with no effect.

Additional context: Adaptive brightness works in stock rom on my device.

GPS Status has a diagnose Sensors feature and displays no changes to the light, indicating that the OS does not send actual sensor data.
