Endpoint /artefacts/{artefactID}/distributions/latest

Currently the bellow endpoint is missing /artefacts/{artefactID}/distributions/latest

Instead we have /artefacts/{artefactID}/distributions/latest/resources

Propostion is to remove the call /artefacts/{artefactID}/distributions/latest/resources and focus on the notion of "latest" which has to be translated in each SAC implementing the API.

Add the call /artefacts/{artefactID}/distributions/latest and document it as "Get the 'latest' distribution for a given semantic artefact; latest being understand as the one that is currently served by the /resources calls."

Obviously the call /latest is not paginated as it return only one distribution.

Complement information:
==> up to each portal implementing the API to decide the logic/behaviour behind the « latest » concept.
For us on OntoPortal were we manage versions (and have different distributions for each version) the « latest » distribution means the last one that was submitted to the portal and for which we serve the content (data). All the previous one we keep only the metadata.
For NVS that use distributions differently, « latest » could mean the JSON distribution…
We need to get something (and something unique) even if this this the only distribution the portal has.
