Good point.
Indeed it seems accessURL is not in the dcat:Catalog set of properties. Hence it should not really be in the mod:SAC one.
I certainly put it there in addition of landing page ... to distinguish the URL of the site from the URL of the services serving the content of the SAC.

This situation should disappear the day we will add the MOD extension of dcat:DataService which does contains the property endpointURL.

In the meantime, indeed I would not consider the property accessURL required or include by default.
