[C6] GOALS.yaml ~3mo stale; infra resources still named reflex-* #296

Description

@DsThakurRawat

Labels: docs, infra, priority:medium
File: GOALS.yaml (updated 2026-04-19, 66 reflex mentions, current_focus at ~v0.5 era while CHANGELOG=v0.11.2, pyproject=0.12.0); infra/*/wrangler.toml (reflex-data, reflex-raw-episodes, reflex-contributions, reflex-curate, reflex-licenses, reflex-telemetry); src literals reflex-vault (14×), reflex-vla (13×)

Description. GOALS.yaml points contributors at a >3-month-old milestone under the retired "Reflex" name; all 4 workers still provision reflex-* D1/R2 resources.

Why it matters. Misrepresents current state to contributors; operators run wrangler d1 create reflex-data under a product now called tether — an operational naming split that confuses on-call and billing.

Tasks.

  • Refresh GOALS.yaml to the v0.12 milestone + tether identity.
  • Rename D1/R2/worker resources in infra/*/wrangler.toml to tether-* (with a migration note if already provisioned).
  • Sweep residual reflex-vault/reflex-vla src literals.

Dedup. PR #236 renames workers to tether-* (deploy names) and #224 does a rename sweep — scope this to what they leave behind: GOALS.yaml itself + wrangler resource names + residual literals. Cross-check #236's diff first.
