Replace the inlined operator release job with a call to FerrLabs/.github/.github/workflows/reusable-ferrflow-release.yml — runner auto-selects by repo visibility, FerrFlow pin in one place. Also fixes the dry-run input (the action expects dry_run; it was silently ignored).
