Figure out cross-compilation with cgo and ARM

Turns out go-piv requires cgo. Which complicates the CI pipeline for ARM builds. Need to figure out a good strategy here I reckon.

I'll probably just do a release without the binary builds. I... think most people go install this package and don't use the binaries anyway.
