Breaking change in osmnx 2.0.5 affecting loading of osm files

When using osmnx version 2.0.5 and above, I encountered a breaking change. The issue appears to be causing the .osm files to be loaded incorrectly which renders an incorrect graph view.

Need to do the following to ensure we do not miss such issues:

• Add test cases for osm API part as well to check consistency with previous versions
• Create a workflow that builds and runs tests before merging into main from dev

Osmnx issue has been resolved but need to add test cases on our end to check OSM related API in general.
