SCEPTAR Rotation

In order to better accommodate GRIFFIN, SCEPTAR's upstream component has been rotated 18 degrees clockwise when looking downstream relative to its original 8pi configuration. The simulation needs to be updated to reflect this.

Actually this change was necesitated in the downstream half because of the ZDS tape rotation box moving to straighten out the tape. This has also now been done in the upstream half so that the sceptar phi angles match in both upstream and downstream. So both hemispherea rotate the 18 degrees.
