Can't upload file

I uploaded a 22MB file (twice) but both times it said I did not choose a file to upload. it didn't say it was too large. It just repeated "you did not choose a file" with no other error. But both times it loaded the file from 0 to 100% pretty quickly but then was no where to be fine.

Limit is set to 2mb for now

Hey again- for some reason I thought the limit was being bumped up to 25 MB by the end of Febraury. The CSV i'm trying to upload is 22.5MB. It's still giving me the error I got last time:

"Loan Transaction July 2014.csv 22.20 MB    Error Service Unavailable    Delete "
