Undetermined solicitations not shown when filtering the Manage Workload table by 'undetermined' #36
Description
SRT cannot find any solicitation when we filter the result by "Undetermined", but the last pie chart in the Analytics page shows many undetermined solicitations with red which are over 500.

User Story:
As a SRT User, I would like the Solicitations shown as Undetermined in the analysis graphs to be viewable in the Manage Workload table when filtered to show Undetermined solicitaitons.
Acceptance Criteria:
- Count of solicitaitons when filtered by Undetermined will match the counts in the charts.
- Solicitations shown in the workload table match the values set in the database when filtering for SRT Review Result. (i.e. we are setting the SRT Review Result value correctly)
