Make it build with ghc-9.12

Currently have in a cabal.project:

    , swagger2:base
    , swagger2:template-haskell

And it builds fine. Would like to see a Hackage metadata edit to fix this. I would be happy to do this (I am a Hackage Trustee) if you give the ok.

While it's a good idea to set up custom cabal.project, I'd like to bump them directly in swagger2.cabal.
Unfortunately, there's one blocker:

[__2] rejecting: base-4.21.0.0/installed-d274 (conflict: insert-ordered-containers => base>=4.12.0.0 && <4.21)
[__2] rejecting: hashable-1.5.0.0 (conflict: insert-ordered-containers => hashable>=1.4.7.0 && <1.5)

which led me to

allow-newer: insert-ordered-containers:base
allow-newer: insert-ordered-containers:hashable

I see you've created issue phadej/insert-ordered-containers#65 already. Thank you! I'd like to move forward when phadej/insert-ordered-containers#66 is merged.

Version 0.2.7 of insert-ordered-containers has been released to Hackage and supports ghc-9.12.
