Use a date branch to pull only orbcomm before 2017

Use a date branch in the pipe_segment dags so that it only pulls from pipe_spire after Jan 1 2017

On second thought, this can be managed manually by altering the config to do a run 2012-2016 and then when that is complete, do another run with both sources for 2017 to today. So this is a low priority
