[Feature New Product] Conversation APIs - VCF Vcard File Support

Use Case: For SMS and other conversations with 3rd party providers, clients share their VCF files. We need support on the upload file attachment API so that we can properly receive these files and add them to the conversation.

Affected APIs:
-Upload File Attachment - upload VCF file
-Add Inbound Message - add it to conversation
-Send a New Message - send our VCF to others
-Media library APIs - allow VCF uploads
