This error occurs when sending from both SIM cards. Google Messages is working properly. I have now returned to Right Messages v6.3.3, which is also working properly. I also have Carrier Services removed using ADB, in case it has any effect.
I tried three random apps from Google Play, they also send SMS correctly

Carrier Services is responsible for sending messages, for proper operation, it is best to return it to the device.
