GCA infinitely loading when WSL is installed but not running

Version information

Cloud Code Extension version: 2.74.0 (bug has been happening for ~2-3 weeks, so any version >= 2.71.0 will probably have the bug)

VSCode version: 1.111.0-insider

OS: Windows 11 25H2

Cloud SDK: Google Cloud SDK 556.0.0

Skaffold: N/A

Kubectl: N/A

Description:
Google Cloud Assist infinitely loads something in the background when:

• WSL is installed
• but not running

Repro step:

1. Have a machine with WSL installed
2. Make sure to shutdown WSL (wsl --shutdown)
3. Open VS Code or reload extension host

Seems like it has fixed itself, maybe it needed WSL once and that's it...

Reopening since it seems like I got it recreated, but now I can't make it go away...
