Removes [protobufjs-cli](https://github.com/protobufjs/protobuf.js). It's no longer used after updating ancestor dependency [@google-cloud/firestore](https://github.com/googleapis/google-cloud-node/tree/HEAD/handwritten/firestore). These dependencies need to be updated together.
