Long-running, claimed transcriptions

Pursuant to GrafeasGroup/tor#93, there's a call for the ToR bot to message users who have claimed a post and not posted a transcription in a long time. Perhaps they forgot, maybe they're still working at a long one, who knows? Either way it would be useful to have that information without going through on a user-by-user basis for open transcriptions.

This functionality is being implemented in tor_app, as tor_api has effectively been rolled into it.
