Implement features from other fork

Requirements

• I have searched existing issues and this is not a duplicate.
• This is a core Shizuku request (not for a 3rd-party app).
• I have a specific use case that cannot be solved with current features.

Problem

This other fork has less features but it has one feature that is incredibly useful: being able to start shizuku without a WiFi connection. This is a great feature that this app could use

More robust "start on boot": waits for a Wi-Fi connection before starting the Shizuku service
TCP mode: (i.e., the adb tcpip command) once Shizuku successfully starts with Wi-Fi after a reboot, you can stop/restart Shizuku without a Wi-Fi connection!
Watchdog service: automatically restarts Shizuku if it stops unexpectedly, and can alert you of crashes/potential fixes
