Add mdns advertisement for legacy(tcpip) mode

Requirements

• I have searched existing issues and this is not a duplicate.
• This is a core Shizuku request (not for a 3rd-party app).
• I have a specific use case that cannot be solved with current features.

Problem

On my Samsung phone, the legacy mode that connects via port 5555 does not advertise an mdns address by default. Adding this would be helpful because it'd let me connect to my phone via my laptop much easier in case I ever need to without needing to know the IP address, with an address I know won't change no matter which network I'm on. The Shizuku fork by thedjchi already does this and it would be a convinient addition to the project.

Proposed Solution

Add a static mdns address for tcpip mode.
