Trying to install tmux & tpack
This is related to the other two defects (#22293 and #22837) I raised against --jobs auto

What happened (include all command output)?

tmux and tpack installed

@MikeMcQuaid hi, the recent fix does not appear to have fixed the issue - could you have another look please.

It's better in that it now exits with non-zero status, but the lock issue persists.

I assume this is a general issue. I have a reasonably large Brewfile but this is currently the only package that's failing like this.
