[PROPOSE_ANSWER] Update the modal

Description

Currently the propose answer modal does not correspond to quest screening questions, so:

1. Use quest's screening questions to populate the modal
2. Include one page for getting a comment from the user proposing a lead
3. Add a final overview page to confirm what is about to be sent to server
4. Use API endpoint to save the proposed answer
