Documents not available in other languages

Brief Description
Documents on the existing CDFD site were available in EN, FR, ES and PT. However, the new documents are only available in English. It would be useful to ensure all the existing content is available in all four languages, as this otherwise makes CDFD significantly less accessible in other languages.

There are several other things that have been lost in the transition to the new docs and interface:

• Guidance PDFs (in all four languages) -- of course this could be integrated into the docs but it doesn't look like it has been, especially the analysing the data section: https://countrydata.iatistandard.org/guidance/IATI%20CDFD%20Guidance_v2_EN.pdf
• Data Notes page (shows data gaps by year; currencies for each country; and data import status):

This issue arose because I was trying to do two things:

• explain to someone how to approach double-counting in the IATI data (and I wanted to link to the guidance materials which were on the CDFD site)
• working with francophone governments to use IATI data
