Units of measure

Sandre reference dataset is rdfied and mapped to qudt here : https://data.geoscience.fr/ncl/urf

Decision to :

• reuse qudt for univesal units of measure (ex : metre -> http://qudt.org/vocab/unit#Meter)
• define locally types that are need but not in qudt. Ex : milligrame de Nitrate par litre / mg/L NO3 (could be narrower than mg/L or equivalent if available)
