Sphinx project documentation including an API reference for all (public) libraries. This includes deployment to Read the Docs community edition (CE), using a custom ISARIC domain.
There will be an initial PR that simply sets up Sphinx in the repo, with one or more later PRs that add deployment-related features and more content.
