Add conduit worker metrics which emits the timestamp of the last file processed at per stream/service level

Add a metric to the conduit worker which emits the timestamp of the last file processed.
This metric would help us catch the scenarios where worker checkpoints gets set to a wrong/older value which can cause data replay.
