Will there be support for importing CSS and making a GUI theme editor in a subsequent update?

Importing CSS is already possible, select Browse... in the scheme selector.
GUI theme editor sounds complicated, so it probably won't come soon. If you mean a built-in CSS editor, that won't come soon as well cuz text input doesn't work well in Wallpaper Engine. (same reason why there's no notepad)
