Package netcdf-c breaks netcdf-fortran due to config error

Presently, the cmake configuration script for netcdf-c fails to detect fortran communicator interoperability functions in mpi.h and results in unsafe casts that break all fortran users of netcdf nf_create_par

This issue is partly a placeholder to reference this issue in netcdf Unidata/netcdf-c#3199 , but also we will probably need to develop a workaround in spack-stack or risk pushing the release further.

One more note - presently we cannot change to the autotools build system because netcdf-cxx4 depends on the cmake variant

We closed this via #1817. The upstream PR for spack-packages is still open, hasn't even been looked at. But we can always update from upstream later if the solution there is (and will likely be) different.
