pkg smart dependencies for ubuntu

so far smartctl has been identified as a utility that our smart features need

objectives

• package smartctl
  • identify version -- 7.2
  • create archive for our package registry <packagename>-<version>.zip
  • identify pkg registry and upload
  • update maven fat deb build to retrieve pkg and include
  • verify deb build works offline wo a local copy of smartctl installed

looks like 7.5 is the stable version on sourceforge:

https://sourceforge.net/projects/smartmontools/

ubuntu 26.04 will have 7.5 on it, ubuntu 24.04 has 7.4

i'll aim for 7.5 for now. @jslcom

got smartctls package up via a workflow:
