Add live refresh to run-history and portfolio views

**Problem:** Both views fetch their data once on mount with no refresh mechanism — an operator has to manually reload the page to see updated state.

**Area:** AMS / Miner UI

**Proposal:** Add polling or a manual refresh control to both views.

**Deliverables:**
- Live or on-demand refresh for both views.

**Acceptance criteria:**
- [ ] New activity appears in the UI without a full page reload.
