Did you manage to have the plugin working? I've installed it and the plugin is currently active, but no way to make the live template working. I also so not see any Live Template regarding bootstrap in the Preferences...

The suggestions only work witin a <?php block I've noticed.
However, if you type the entire shortcut and then press TAB it will work.

Everywhere else you use CTRL-SPACE to open the suggestions popup.
