Execution modules don't follow a guideline as to where config files have to reside

### Description of Issue/Question

Modules have inconsistent workflow as to where the configuration files have to reside. 

### Proposed solution

All the config files will be present on master. Master will act as a single point of contact for the user. Refactor every module to adhere to the same guideline.
