Add option for centralized scheduler in hermes execution

@ilayfalach I want you to change the "execute hermes workflow" functions so they give you the option to execute the luigi pipeline using luigi's centralized scheduler (you can currently see it is set to the local scheduler). You will need to add a dispatch id parameter to the nodes to identify each execution, this means also changes in the hermes repository.
