Add section in guide about Consent

Given that 'consent' represents interaction with the user and incorporation of their preferences, a guide in the document should be of use to developers in understanding:

1. how to design, develop, and provide consent interactions (request, acquire, modify, withdraw)
2. information or links to relevant requirements for consent and consent-interaction interfaces
3. how to represent their development work (code, libraries, tool, frameworks, etc.) in the context of requesting consent
