Changes are not committed to `tracks.yml`

As part of a major refactor to the frontend of the API (https://levisnoot.github.io/FNFest-Content-API/), a tracks.yml file is created to generate static content for the site. Unfortunately it looks like I got sloppy writing the script that generates/updates this file and updating the associated github action. This leads to the changes not being reflected as they should in the frontend.

I am investigating to find a fix. In the meantime the API may not update as expected. I apologize for this and ask for your patience as I attempt to traverse this hurdle. This issue does affect the Season 9/Bruno Mars update. I will try to have a fix tomorrow.
