Level 2 submission failing at Validate step - need help verifying cause

Hi team,

I’m facing an issue while submitting my Level 2 PR and would really appreciate your help in checking whether this is a problem on my side or something related to the workflow setup.

Issue observed: GitHub Actions check "Validate & Process Submission" is failing consistently for my Level 2 submission.

Error shown: Resource not accessible by integration

What I observed:

• My PR is correctly detected
• Submission file is found under submissions/Level 2
• However, the workflow fails immediately at the validate step
• As a result, Level 2 and Level 3 evaluation jobs are skipped

Request: Could you please help confirm whether-

1. This is an issue in my submission setup (file structure, format, etc.), OR
2. There might be a workflow / permission issue on the repository side (especially related to pull_request_target or GitHub token permissions)

I just want to make sure I’m not missing anything on my end before resubmitting.
