[Bug]: Empty floppy drives are not really empty

Empty floppy drives are not really empty.
The emulated Amiga sees them as drives with inserted non-DOS-disks.

How to reproduce:
Enable 2 floppy drives, boot to workbench (kick 2.0 or later) from DF1, leave DF0 empty.

See main wb screen:
Current state: An icon "DF0:????"
Expected state: No icon for DF0

Open a shell, type "dir df0:"
Current state: Requester "Not a DOS disk in device DF0"
Expected state: Requester "No disk present in device DF0"
