The original LittleBigPlanet gameserver allowed moderators to block popit items from further usage

i'm not sure if i made this up or not, but it'd be worth looking into since it could prove useful for certain things

To be honest I don't know why I've closed this as complete, since this isn't actually complete yet (ability to disallow/reallow/view disallowed assets over API as moderator, and actual enforcement are currently missing).
