Add Radar Charts for Parameters

When generating rollouts in sequence, we currently allow the user to recall past sets of parameters by clicking the "view rollout set #" button. This is not very descriptive of the parameter space of the set is coming from. We could add radar charts to the history view to make it more descriptive.

We can also add these radar charts in place of the current HTML inputs.
