Materialisation: Create Ant based PDE build files

First step is a materialisation per ant scripts. They can be filled static matching the sample from #4 . It should be called from gradle in an easy way with less configuration.

Because we made already good progress with #6 I would propose to close this story and handle everything as part of #6. Or are there any advantages in keeping this story open?
