Dependency 1.7 not downloading

I have added 1.7 version and sync it, but when I run my app its show below error.

Could not GET 'https://dl.bintray.com/walkover/Android-Libs/com/msg91/sendotpandroid/library/library/1.7/library-1.7.pom'. Received status code 403 from server: Forbidden Disable Gradle 'offline mode' and sync project

I have also tried to disable offline mode and i got this error,

No cached version of com.msg91.sendotpandroid.library:library:1.7 available for offline mode. Disable Gradle 'offline mode' and sync project

its work fine for last version. And i have also seen one thing "there is a not library in External Libraries". Please let me help it.
