Currently the issue tracking is tied to Github.
Perhaps a plaintext based issue tracking system would allow us to be portable.
Imagine we have a directory of plaintext files, each represent an issue. We have a statically generated website with UI to manage these plaintext files. This UI would be hosted on GH Pages, too.
If none exists, evaluate creating a "static site generator" to this end.
