Globally unique and persistent identifiers for metadata

Description

Request to have Mauro use unique, persistent identifiers for metadata in order to:

• provide urls to users that resolve to metadata regardless of its label
• update metadata labels between versions

Additional context

The current application provides links to datasets that either contain the name of the dataset or a UUID that changes between versions.

Hi @GBishop-PHSA - this is a good idea and something we've thought about too - thank you for creating a ticket. We do have a DOI plugin which you might like to investigate that achieves something similar, although minting DOIs may not necessarily be a sensible solution for everyone. https://github.com/MauroDataMapper-Plugins/mdm-plugin-digital-object-identifiers
