The claim
There exist isomer pairs (A, B) whose cascade lines and gateway lines are mutually resonant (A's strongest output pumps B and vice versa), forming a level restoring pair per theory/THEORY.md Section 2.
The test
A pair finder over the ENSDF data cached in gates/data: match cascade line energies against gateway energies with a recoil free (Mossbauer class) filter, since bare energy coincidence without recoil free emission overpromises. Rank survivors by the keystone criterion.
Which part of the theory it touches
THEORY.md Section 2 (level restoration); open problem 1. The search space is already tabulated in /gates.
