Scope — v1 Aligned

This issue focuses on developer tooling for a verification-layer blockchain as defined in VISION_v1.md.

In Scope

• RPC client utilities (query blocks, transactions, accounts)
• Local devnet scripts (spawn producer + followers, smoke tests)
• Receipt testing utilities (generate mock ComputeReceipt, submit, verify)
• CLI commands for receipt submission and task lifecycle query
• SDK helper libraries (TypeScript, Python)
• Explorer-ready data export tools

Out of Scope (deferred to v2+)

• GPU runtime tooling
• Executor container management (Docker, CUDA)
• On-chain execution profiling
• PoUW-specific instrumentation
