OpenFL won't setup; lime doesn't download

I'm on Ubuntu 18.04. I think I installed haxelib successfully. This line fails repeatedly:

haxelib run openfl setup

Downloading lime-6,4,0.zip...
Download complete : 0 bytes in 10.1s (0KB/s)
Http connection timeout. Try running haxelib -notimeout <command> to disable timeout
Error: Library lime is not installed

I looked for people having similar problems.

• June 19, 2018. Here people seem to think that lib.haxe.org is just down and you should try again later.
• Oct 2017. This may be relevant.
• 2013. This and the next give ways of doing it manually if the command doesn't work.
• 2016. This issue references the previous.
