Removed the obsolete markdown syntax reference (using markdown syntax: [Link title](https://link-url.com)) from the backgroundInfoExplanation message across all locale files, while keeping the instruction to add links to relevant resources. Also cleaned up the unused Link import and simplified the t.rich() call to t() in both question_form.tsx and group_form.tsx.
