Adds seed/deseed scripts for development and testing purposes. Expands upon the
api.tsfile which will be beneficial for future e2e test refactoring. Additionally fixes a bug in our resource sampling for external profiles/datasets where Real profiles that did not have the required dynamics, initial, or rate properties were causing the resource profiling to crash.
